After removing the Windows 10 22H2 KB5044273 October update Quick Assist starts working immediately. This update is the root cause of this problem (Maybe a rights issue in combination with webview2). Please patch this problem in the next update. Removing the KB5044273 may solve the Quick Assist issue, but then adds the patched security issues.
