Retzlaff was born on August 21, 1931, in Ellendale, North Dakota. [1] He played football at Ellendale High School. In 1950, he entered South Dakota State College (now South Dakota State University, SDSU), where he starred in track and field and football for two years, setting 16 school records in the 1951–52 and 1952-53 seasons.
