The National Operations Council (NOC) or Majlis Gerakan Negara (MAGERAN) was an emergency administrative body which attempted to restore law and order in Malaysia after the 13 May incident in 1969, in the wake of the racial rioting which broke out in the federal capital of Kuala Lumpur.
The Emergency Ordinance was enacted by the National Operations Council led by Tun Abdul Razak as part of the state of emergency declared following the 13 May race riots. [1] It had been regularly used to detain those deemed to be subversive by the government, and was in fact used far more frequently than the Internal Security Act.
A National Operations Council was established as a caretaker government to temporarily govern the country between 1969 and 1971. This event was significant in Malaysian politics, as it forced the first prime minister, Tunku Abdul Rahman, to step down from office and hand over the reins to Abdul Razak Hussein.
