In 1996, the I-476 designation was affixed to the preexisting Northeast Extension of the Pennsylvania Turnpike, replacing Pennsylvania Route 9 (PA 9). The former state route was an older, pre-Interstate limited-access highway that opened in sections between 1955 and 1957.
The route runs through rural areas of the Pocono Mountains, with an interchange with the Pennsylvania Turnpike Northeast Extension (Interstate 476, I-476) in Penn Forest Township and a junction with PA 534 in Kidder Township. PA 903 is a two-lane undivided road nearly its entire length, besides the I-476 intersection.
I-80 intersects I-476, the Pennsylvania Turnpike Northeast Extension, at exit 277 in Carbon County for connections to Allentown and Philadelphia to the south. In Scranton at milemarker 185, there is a short freeway called the President Biden Expressway, which heads into downtown Scranton.
