In 1998, Republic Act 8496, otherwise known as the "Philippine Science High School (PSHS) System Act of 1997", was approved by then-President Fidel Ramos. This act established a system that merged the four existing PSHS campuses under one system. In 2001, the law was amended to include the NVSHS, thus incorporating the school into the system.
Since its pilot year in 2009, PSHS-CLC has been renting a portion of Clark Polytechnic School in Clark Freeport Zone. The first campus site was proposed by the Clark Development Corporation (CDC) to be in the Sacobia Area but due to the concerns of the indigenous people on their Ancestral Domain Rights, the campus site was transferred to Air Force City in 2011.

The PSHS-CARC was established through the congressional efforts of Baguio Representative Mauricio G. Domogan. It formally opened classes on June 22, 2009 with 66 students from Baguio, Benguet, Mountain Province, Ifugao, Kalinga, Abra, Apayao, and Dagupan. [1] The school is being administered by Dir.
