NovaRO is the biggest RO private server with over 3k players. It's Renewal and has some custom content but nothing too jarring if you want a retail-like experience. They do have a cash shop, however. TalonRO is a pre-renewal server with lots of custom content and is almost as big as Nova.
The private server scene as a whole is in a bad spot right now for offering a diverse selection of private servers. If you want Vanilla: Turtle WoW. If you want TBC: Most i checked were dead or sucked. Good luck. If you want WoTLK: Warmane, sadly.. If you want Cataclysm: Beg for a new fresh on this subreddit. Yep there's your options.
It's still a long way to WotLK (several months at least). I am levelling a char on Chromiecraft and it is actually a progress server running on the wotlk 3.3.5 client but started from Vanilla. It's currently at the beginning of TBC so only hc dungeons are open and I don't know if the first raid is up.
