The City Turbo was the brainchild of Hirotoshi Honda, son of Honda founder Soichiro Honda as well as founder and owner of Mugen. In the early 1980s, Mugen was a small tuning company that was beginning to garner a reputation producing performance parts for motorcycles and automobiles, but had yet to gain recognition outside of racing circles.

In Japan, the standard four-door Civic sedan was called Civic Ferio and sold at Honda Primo dealerships, while a more upscale version was called the Honda Domani and sold at Honda Clio dealers. In Japan, the Ferio name was used from 1992 until 2006 on all sedans, regardless of trim packages installed.

Hirotoshi Honda is a board member of MG Estate, which has since been renamed GE Seirijigyosha. Mugen reported sales of about ¥ 6.8 billion for the financial year to October 2001. Honda Motor has pulled its capital from Mugen but still teams with the firm to participate in auto races. [4]
