Press Windows Key + I. Click on System. On the left pane menu, click on Notifications & Action. Scroll down and locate "Get notifications from these senders". Locate the McAfee and Norton and toggle their button to off. Close the settings. You should stop getting notifications from those app after restarting your computer.

I have unistalled the McAfee app, and all of its additional software programs. I have blocked pop-ups from the McAfee website on both the Chrome and Explorer browsers. I have turned off all notifications on both browsers and my PC as well. I used McAfee's software removal tool and it is still popping up. Nothing I have done is working.
