Sagbayan was formerly part of the surrounding municipalities of Clarin, Inabanga, Carmen, and Balilihan.It was created into a separate town through Executive Order No. 204 of President Elpidio Quirino on February 9, 1949, and named Borja, [10] in honor of Salustiano Borja, the first elected civil governor of the Province of Bohol.
On 21 June 1969, RA 5864 was approved creating Pitogo as the 46th town of the province of Bohol with 23 regular barangays. [6] Eight years later on 27 October 1977, it was renamed by Presidential Decree 1228 in honour of President Carlos P. Garcia , [ 7 ] who was born in nearby Talibon .
The town was formerly called "Sagunto", but according to the research of Jess Tirol of Bohol, it was called "Segunto". Local folklore holds that Alburquerque was named in honour of Afonso de Albuquerque, the famous Portuguese seafarer and conqueror of Malacca, Sumatra, though it might be odd to use a Portuguese name as a name of a place which is under Spanish control.

Carmen is located in the heart of Bohol Island. The Chocolate Hills , composed of 1,776 cone-shaped karst hills, are a major geographic landmark in Carmen. The origin of its name comes from the fact that the hills turns brown in the hot summer days.
