From 1987 to 1992, there was a drought in the area. Low flows and a series of fish kills reduced the Mokelumne River steelhead run during the 1980s. In response, EBMUD implemented several programs to improve water quality, flow regimes, and physical habitat in the lower Mokelumne River.

The approximately 173-foot-high and 2,640-foot-long dam is located on the Mokelumne River which is about 10 miles downstream from Pardee Dam. Because Camanche Dam has a 627-square-mile drainage area which accounts for about 95 percent of the watershed, the dam and reservoir provide flood damage reduction on the Mokelumne River.

A short pipeline from the reservoir conveys water to the 44 MW Salt Springs Powerhouse. Some of the water is returned to the river downstream, but much of it flows into the Tiger Creek Conduit, a concrete flume that moves water downstream for use in other powerhouses in PG&E's Mokelumne River Project (FERC Project 137).
