The spam blacklist is a control mechanism that prevents an external link from being added to any page when the URL matches regex rules listed at the local or global blacklist, or belongs to a site listed at Special:BlockedExternalDomains.
There are two request areas to de-blacklist a link: For locally blacklisted sites, with "Local" meaning the English Wikipedia only; or; For globally blacklisted sites to remove the link from the blacklist for all Wikimedia projects. Hide the tag by setting |invisible=true on the tag itself, or ignore the tag.
