    As you have quoted, the freedom of movement stops spells and magical effects from reducing the targets speed. First, neither the haste spell nor its expiration reduces the target's speed. Second, by haste 's exact wording, not the spell, but its ending exhausts the target and the exhaustion removes the targets ability to move.
