The Newtown–Stephensburg Historic District is located in the central section of Stephens City, Virginia along U.S. Route 11 from the far northern to the far southern boundaries of the town and from just east of Green Hill Cemetery to just west of the interchange of State Route 277 and Interstate 81. Mann's Lick was a salt lick just north of the present-day Fairdale neighborhood of Louisville, Kentucky. It was named for John Mann, who belonged to a surveying party of Captain Thomas Bullitt in 1773. [1] The land was given to Colonel John Todd in 1780.

An extension east of KY 922 (Newtown Pike) was not originally planned. However, Newtown Springs, a new development project taking place east of KY 922 and the eastern terminus of Citation Boulevard, incorporated an extension of the route east towards KY 353 (Russell Cave Road). It is being constructed as a two-lane road with curbs and sidewalks.
