When World War I began in 1914, Romania initially maintained a policy of neutrality. [18] However, after secret negotiations with the Triple Entente, the Treaty of Bucharest of 1916 was signed. This treaty promised Romania the regions of Transylvania, Bukovina, Banat and other Hungarian territories along the Tisza River (Crișana). [19]
