The National Historic Lighthouse Preservation Act of 2000 allows lighthouses to be transferred at no cost to federal agencies, state and local governments, nonprofits, educational agencies, and community development organizations so long as they comply with the conditions standards and can financially care for the lighthouse.

The current Cordouan Lighthouse was completed in 1611, 7 kilometres (4.3 mi) from the shore on a small islet, but was built on a previous lighthouse that can be traced back to the 880s and is the oldest surviving lighthouse in France. It is connected to the mainland by a causeway.
The lighthouse stands 75 feet (23 m) tall. Its diameter narrows from 25 feet (7.6 m) at the base to 12 feet (3.7 m) at its peak. In 1790, the Corporation of Trinity House received a patent of the Crown to build a lighthouse on Wolf Rock. The rights were leased to a Lt. Henry Smith; but (such were the technical challenges of the venture) the project was transferred to the less exposed location of the Longships, where construction of a lighthouse proceeded. [11]
