Oswego County is a county in the U.S. state of New York.As of the 2020 census, the population was 117,525. [2] The county seat is Oswego. [3] The county name is from a Mohawk-language word meaning "the pouring out place", referring to the point at which the Oswego River feeds into Lake Ontario at the northern edge of the county in the city of Oswego.

It was built in 1859-1860 and altered in 1891 and again in 1962. The two story building rises above a cruciform plan and is constructed of load bearing masonry walls faced with smooth ashlar limestone.

It is a three-story, flat roofed, rectangular stone building flanked by identical two-story wings. The original structure was built in 1858 and the wings added in 1935. It was designed by architect Ammi B. Young (1798–1874).
