The creation of route 5 was a part of the anti-congestion plan proposed by the "Bond voor Trein-, Tram- en Busgebruikers" (translation: "Alliance for Train, Tram and Bus Users"). [3] In accordance with the plan, on March 4, 2006, route 12 (originally Schoonselhof -Wim Saerensplein) was cut down to a short city route (Bolivarplaats-Sportpaleis).
The work permit for electrifying the tram system was granted to CGTA on 12 March 1902, following the application made on 22 November 1901. Along with electrification plans were made to rebuild lines from 1,435 mm (4 ft 8 + 1 ⁄ 2 in) standard gauge to 1,000 mm (3 ft 3 + 3 ⁄ 8 in) metre gauge.
