The electoral system of Albania is constructed upon the principles defined in the constitution and the electoral code. As a parliamentary constitutional republic, Albania implements a regional proportional representation method that allocates seats in the parliament according to the proportion of votes garnered by political parties in a multi-party system.
The possibility of facultative referendums forces the parliament to search for a compromise between the major interest groups. In many cases, the mere threat of a facultative referendum or of an initiative is enough to make the parliament adjust a law. The referendums are said, by their adversaries, to slow politics down.
Initiatives and referendums—collectively known as "ballot measures", "propositions", or simply "questions"—differ from most legislation passed by representative democracies; ordinarily, an elected legislative body develops and passes laws. Initiatives and referendums, by contrast, allow citizens to vote directly on legislation.
