For the scale list in the files, the numerator of the XP scale factor goes into the Paper Inches area, and the denominator goes into the Drawing Inches area. 1" = 10' means that for every 1" of paper inches, you will have 120 inches of drawing inches. The default lists in AutoCAD keep Drawing Inches as 1 and use the XP factor for paper inches.
