The Air Force Now film, shown at monthly commander's calls at air force bases around the world was produced at Norton. Norton hosted numerous Air Force Reserve transport units. The Office of the Inspector General was located at Norton, as was the Directorate of Aerospace Safety and the Air Force Audit Agency Headquarters.

On May 3, 1988, the Carlucci Commission was chartered by Secretary of Defense Frank Carlucci, [9]: 156 which in December 1988 recommended closing five Air Force bases: Chanute Air Force Base in Illinois, George Air Force Base, Mather Air Force Base and Norton Air Force Base in California, and Pease Air Force Base in New Hampshire. [9]: 161
The following year, the group moved to March Air Reserve Base, California when Norton AFB closed. In the spring of 1994 the active duty 63d Airlift Wing and its elements inactivated and reserve airlift units joined with the air refueling units already assigned to the 452d Air Mobility Wing or inactivated.
