    Candy is not used outside of the USA, except in reference to specific kinds of confection, whilst confectionery is understood universally. Words such as 'colour', 'flavour' etc could not be confused in this way, and since Starburst is owned by a US-based company (Mars inc), it would seem perfectly reasonable to drop the 'u' from the spelling.
