In contrast to numbering plans, which determine telephone numbers assigned to subscriber stations, dialing plans establish the customer dialing procedures, i.e., the sequence of digits or symbols to be dialed to reach a destination. It is the manner in which the numbering plan is used.

Telephone country codes, but also sometimes referred to as country dial-in codes, or historically international subscriber dialing (ISD) codes in the U.K., are telephone number dialing prefixes for reaching subscribers in foreign countries or areas via international telecommunication networks.
The International Telecommunication Union (ITU) publishes a recommendation entitled Notation for national and international telephone numbers, e-mail addresses and Web addresses. Recommendation E.123 specifies the format of telephone numbers assigned to telephones and similar communication endpoints in national telephone numbering plans.

International calls require at least one additional prefix to be dialing before the country code, to connect the call to international circuits, the international call prefix. When printing telephone numbers this is indicated by a plus-sign (+) in front of a complete international telephone number, per recommendation E164 by the ITU.
