The Swiss always transliterate ß to ss, as does every German with a typewriter that doesn't produce ß, when doing crossword puzzles, or when capitalising the letter. This is always allowed if no ß is available. The Swiss have done this since the 1930s, probably due to the wonderfully overloaded Swiss typewriter layout.
