Council Tax is a local taxation system used in England, Scotland and Wales. It is a tax on domestic property, which was introduced in 1993 by the Local Government Finance Act 1992, replacing the short-lived Community Charge (also known as "poll tax"), which in turn replaced the domestic rates.

Swansea County Borough Council was established in 1889 under the Local Government Act 1888. The first elections were held in November 1889. The number of electoral wards had been increased, from four to ten, namely Alexandra, Brynmelin, Castle , East, Ffynone, Landore , Morriston , St Helen's, St John's and Victoria.
