All plug in electric heaters will be equally efficient, whether it's a £15 fan heater from B&M or a magic dust ££££ Fischer one. They will also be equally and horrendously expensive to run. The other possibility is a heat pump, if the property is suitable.
Maybe but I am reading the website. It is stating that FAR infrared heating panels make heat for a 36 meter square room. My room is smaller. The website is stating in writing far less power cost than electric heaters. I tested the FAR infrared heating panel. It is taking 900 watts and it is not warm 1-2 meters of the heating panel.
It is crafted to convince the uninformed that these heaters somehow produce more heat than other electrical heaters. In particular the table showing running costs for conventional heaters and infrared heaters is clearly designed to imply that the infrared heaters produce the same heat as conventional heaters that cost several times more to run.

Remember all electric heaters, whatever they cost, use the same amount of electricity as stated on the label, so a £10 2kw bar from Argos cost same to run as a 2kw £50 over hyped "energy efficient" eco one from a posh store. If using electric it comes down to what style you like, bar, fan, panel etc.
For an ASHP with a generous COP of 3:1, to get 3kWh of heat out, you would need to be buying electricity at less than £0.126 per kWh to match the oil cost per kWh of available heat. And I do worry about the claimed COP values for ASHP, particularly when its cold outside, the very time you need more heat in the house.
Firstly don't dismiss electric storage heating. If you are to have electrical heating then storage heating on a good Economy 7 tariff is the cheapest option; and of course you can heat hot water at off-peak rates. Are the storage heaters working? They are simple devices basically bricks with a heating element.
