Rom Files cannot be infected with viruses. Each site is unique, but over time there are tricks to figure out how to get the rom files. I recommend installing Universal Bypass, it works very well. My main DS site is cdromance, also has a lot of good english translated roms. Vimm is the go to. I use vimms Lair for everything since Emuparadise shut down. Can guarantee you won't get a virus, I've downloaded about 100 ds games on to an old r4 from there and all work perfectly.

NDS has about 6000 games, around 2000 from each region, so so that's a huge number. Google No Intro roms, the Internet Archive has them. They come as sets, however you can pick individual titles if you don't want to download over 120GB+ like the commenter below says, and there are USA and PAL only sets too, I think.
