"Шапка" means either a fur hat (not necesarily ushanka-shaped) or a knitted one, while "шляпа" is a general term for a formal man's hat, a cowboy hat, a sombrero etc. AFAIK (I am a native speaker), the two words are virtually never mixed nowadays.
