Wikipedia is built on the principle that anyone can edit, and therefore aims to have as many pages open for public editing as possible so that anyone can add material and correct issues. This policy states in detail the protection types and procedures for page protection and unprotection, and when each protection should and should not be applied.
At one point Wikipedia accepted images under "used by permission" and "no-commercial use" licenses, but we have not done so in some time. There is good reason for this. Many ways in which we might wish to redistribute Wikipedia content, or allow others to do so, are, at least technically, commercial use.

In general, the educational and transformative nature of Wikipedia articles provides an excellent fair use case for anyone reproducing an article.
