The procedure for adding images to articles is the same, regardless of whether the image was uploaded to Commons or directly to English Wikipedia. To make your uploaded file appear in an article, you need to insert it: edit the article and add the syntax [[File:Image name|thumb|Caption]] where you want the file to appear.
Typically image hosting websites provide an upload interface; a form in which the uploader specifies the location of an image file on their local computer file system. After pressing a "Submit" button, the file is uploaded to the image host's server.
Create a page to place the image on; this page needs to be a subpage of Wikipedia:Featured picture candidates. To create your own subpage, add a title for the image you want to nominate in the field below (for example, Wikipedia:Featured picture candidates/Labrador Retriever). Click the "Create new nomination" button.
If you select an unusually wide or tall image, you will likely need to change this to get to not be tiny or to not be too tall for the button, respectively.
