Baldwin is a city in Banks and Habersham counties in the U.S. state of Georgia. As of the 2010 census , the city had a population of 3,279, [ 4 ] up from 2,425 at the 2000 census. Baldwin is located on U.S. Route 441 just south of Georgia State Route 365 .

Born in Ann Arbor, Michigan, Virgil Exner was adopted by George W. and Iva Exner as a baby.Virgil showed a strong interest in art and automobiles. He went to Buchanan High School in Buchanan, Michigan then studied art at the University of Notre Dame in Indiana but, in 1928, dropped out after two years due to lack of funds.
He represented parts of Northwest Georgia continuously from 1971 until his unexpected death in 1987. [2] At the end of his tenure in the House, Hayes sat on three committees: Defense & Veterans Affairs; Game, Fish & Recreation; and State Institutions & Properties, for he served as the committee's vice chairman. Hayes Crossing was connected to other communities in early colonial Georgia after General Oglethorpe ordered River Road built from Savannah to Augusta. [4] River Road connected to the ancient Indian trade route of Upper Cherokee Path (later renamed Petersburg Road) at Augusta, connecting it to the market city of Petersburg. [4]
