The National Inventory of Dams defines any "major dam" as being 50 feet (15 m) tall with a storage capacity of at least 5,000 acre-feet (6,200,000 m 3 ), or of any height with a storage capacity of 25,000 acre-feet (31,000,000 m 3 ).

Coolidge Dam was constructed between 1924 and 1928 by the Bureau of Indian Affairs (BIA), which also owns and operates it, at a cost of US$10 million. [4] The overall structure used 200,000 cubic yards (150,000 m 3) of concrete and consists of three domes, which are supported by buttresses on 100-foot (30 m) centers.
The lake's design capacity was 24,500 acre-feet (30,200,000 m 3) of water, with a surface area of over 2 square miles (5.2 km 2). Over the years, siltation and vegetation have reduced the capacity and surface area, so that much of the reservoir is a shallow marsh with extensive stands of cattails and rushes.

San Carlos Lake was formed by the construction of the Coolidge Dam and is rimmed by 158 miles (254 km) of shoreline. The lake is located within the 3,000-square-mile (7,800 km 2) San Carlos Apache Indian Reservation, and is thus subject to tribal regulations. After it was built, the reservoir filled gradually.
