The Par-A-Dice opened on November 20, 1991, in Peoria, Illinois, and moved across the river to East Peoria on May 18, 1993. Quad City Downs was a horse race track in East Moline. The track ran live harness races from the mid 1970s through the early 1990s. The track originally opened under the name "East Moline Downs" (EMD). After financial difficulties in the first few years of operation, the track reorganized under the name Quad City Downs (QCD).
After failing to turn a profit, the hotel closed in 1975 and was slated to be demolished. In the 1970s, the Jumer Hotel chain purchased the hotel. The new owners renovated and reopened the hotel later in the decade, and an addition was built on the building in 1982. The Jumer Hotel chain sold the hotel in 2001.
