In the 1960s, six major Philadelphia gangs maintained a major presence in a 10.5 block area of Mantua. Between 1960 and 1969, Mantua recorded about 10% of total city gang killings. Mantua became one of the worst areas of the 16th precinct, and the Philadelphia Police Department often assigned patrols in Mantua to officers as punishment.

West Philadelphia Borough, also known as West Philadelphia District, was a borough that was located west of the Schuylkill River in Blockley Township, Philadelphia County, Pennsylvania, United States. The borough ceased to exist and was incorporated into the City of Philadelphia following the passage of the Act of Consolidation, 1854.

The boundaries and area changed on February 17, 1844, when the area encompassing Mantua and Hamilton were incorporated into the Borough of West Philadelphia, dividing the remaining township into two almost unconnected sections. The township was incorporated into Philadelphia proper by the 1854 Act of Consolidation.
Though Blockley was founded five years before Philadelphia, people soon referred to it as "West Philadelphia". [7] Later, parts of Blockley were carved out to form the District of West Philadelphia. In 1735, Andrew Hamilton, a "Philadelphia Lawyer", purchased 300 acres (1.2 km 2) in Blockley Township.
Pennsylvania's third congressional district includes several areas of the city of Philadelphia, including West Philadelphia, most of Center City, and parts of North Philadelphia. It has been represented by Democrat Dwight Evans since 2019. With a Cook Partisan Voting Index rating of D+39, it is the most Democratic district in Pennsylvania. [1]
