The island became a district through Decree 174/2004 NĐ-CP of October 1, 2004. Province officials held a ceremony to create the district on April 18, 2005. As of 2023 the district had a population of 400. [11] The district covers an area of 2.3 km 2, making one of the smallest districts in Vietnam. The district capital lies at Đảo Cồn Cỏ.
