The augures publici (public augurs) concerned themselves only with matters related to the state. The role of the augur was that of consulting and interpreting the will of gods about some course of action such as accession of kings to the throne, of magistrates and major sacerdotes to their functions ( inauguration ) and all public enterprises.
The men who interpreted these signs, revealing the will of the gods were called augurs. Similar to records of court precedents, augurs kept books containing records of past signs, the necessary rituals, prayers, and other resources to help other augurs, especially members of the ruling aristocracy, to understand the fundamentals of augury. Ornithomancy (modern term from Greek ornis "bird" and manteia "divination"; in Ancient Greek: οἰωνίζομαι "take omens from the flight and cries of birds") is the practice of reading omens from the actions of birds followed in many ancient cultures including the Greeks, and is equivalent to the augury employed by the ancient Romans.
Religious collegia were formed by fraternities of priests, sanctioned by the Roman government, and provided a number of religious functions in Rome. These included the overseeing of ritual sacrifices, the practice of augury, the keeping of scriptures, the arranging of festivals, and the maintaining of specific religious cults. The Commentaries of the Augurs were written collections probably of the decreta and responsa of the college of augurs. Some scholarship, however, maintains that the commentarii were precisely not the decreta and responsa. [111] The commentaries are to be distinguished from the augurs' libri reconditi, texts not for public use. [112]
