The fraternity started as a coeducational group with forty members. [3] From the beginning, its members planned on adding additional chapters. [3] The Beta chapter was added at Texas State University in 2010. [4] This was followed by Gamma at California State University, Fullerton and Delta at Seton Hall University, also in 2010. [5] [6]

The conclave is the legislative power of Phi Beta Sigma. During a conclave year, delegates representing all of the active chapters from within the seven regions of the fraternity meet in the chosen city. The conclave or fraternity convention is currently held biannually and is usually hosted by the graduate chapters of the chosen city.
