This mod is an update of the old All factions unlocked mod. It makes all 115 factions of the Grand Campaign playable in campaign as well as in custom battles. Of course, credit goes to the authors of the original mod.
Open the copy on desktop, cut all factions from unlockable and nonplayable and paste them in playable. Save, then take this file and overwrite over the original file in the imperial_campaign folder. Now you should be able to play as every faction in the game.
Unlocking all playable factions in the early TW games is rather simple. Note that in the original Shogun: Total War all factions are playable from the beginning. The good old days of beating the game & unlocking all of the factions are gone... :(You have to buy them as DLC now days...
In Rome II you can't unlock any factions by playing. Some factions (Syracuse and Lusitani in your list) are made playable by buying DLC (in those two cases Hannibal at the Gates.) Some have been added since game launch for free (e.g. Selucids and Getae.)
