We ziplock blocks with the wheels in the middle so they slide across the sand then when you get to the pavement it rolls on the wheels.

Loaded at near capacity, I can drive it with two fingers as long as it's balanced properly front to back.
Looking for a beach wagon that works well at the beach. Advice. I recently ordered the Portal Collapsible Double Decker Wagon, but it didn't perform well at the beach. Although I don't think I overfilled it, I had a COOL CABANA Large Canopy, two beach chairs, one diaper bag, one small cooler, and a bag of fast food loaded in the wagon.
Red flyer collapsible offroad wagon. Also have kids, and this thing is a freaking dream. Apart from dropping $300+, this is one of the best options IME. It's not perfect, but it carries a lot, turns into a bench, has a shade cover. Tbf our beaches are much shorter walk wise. There is a bit of drag through the sand.
I’ve just recently bought one from Dicks called Quest Wagon with Beach Wheels. From all the research it seems like balloon wheels is the way to go as mentioned by the advertiser below assuming you don’t want to pay 2500 for a wagon. I can’t say about usage yet but it’s price is fairly comparable to others at $200.
have the wagon and agree 100% with others. the problem is you put any heavy items in that wagon, the wheels sink into the sand. As you are towing the wagon, the wheels just dig in and don’t even move. it is like plowing through sand with the wheels.
StevesScarlet. •. We've taken this wagon to the beach on two vacations so far and it was very successful! The wheels are big enough they don't get completely stuck in the sand. It does need a bit of muscle to get through the thicker dry sand, but once you get to the wet sand part of the beach, it's smooth sailing.

i got this. ALUMACART BIG KAHUNA BEACH & FISHING WAGON They are not cheap. $900 but it pulls great through the sand. usually my son is in it plus lots of beach stuff, likely over 100 pounds. pulls just as good as it shows in the demo video on the website.
Probably would just need to attach some plywood in the cart bed to give your doggo something sturdy to sit on. Actually, if you're moderately handy, you could make your own out of PVC (very inexpensive) and buy the balloon tires on Amazon. Here's a link to some plans to make a PVC beach cart.
