The submarine was laid down in Rotterdam at the shipyard of Fijenoord on 10 June 1931. The launch took place on 27 September 1932. On 23 March 1934 the boat was commissioned in the Dutch navy. [2] From 20 June to 1 August 1934 K XVIII, K XVII, Hertog Hendrik, Evertsen and Z 5 made a trip to the Baltic Sea.
The submarine was ordered on 9 June 1937 and laid down on 12 October 1937 as K XXIII at the Rotterdamsche Droogdok Maatschappij, Rotterdam. During construction she was renamed O 23 , and was finally launched on 5 December 1939.

At the start of WW2 the Dutch had five cruisers, eight destroyers, 24 submarines, and smaller vessels, along with 50 aircraft. The Netherlands was conquered in 1940 by Nazi Germany in a matter of days, and two Dutch light cruisers and one destroyer leader and three destroyers that were under construction were captured in their shipyard.
