The New York City Council is the lawmaking body of New York City in the United States. It has 51 members from 51 council districts throughout the five boroughs.. The council serves as a check against the mayor in a mayor-council government model, the performance of city agencies' land use decisions, and legislating on a variety of other issues.

There were several special elections for seats vacated in 2020 and early 2021; these special elections were the first to use ranked-choice voting in city council elections after it was approved by a ballot question in 2019 [3] and the second to use ranked-choice voting since New York City repealed PR-STV in 1945. [4]
In 2019, New York City voters passed Ballot Question #1 to amend the City Charter to "give voters the choice of ranking up to five candidates in primary and special elections for mayor, public advocate, comptroller, borough president, and city council beginning in January 2021". [6]
