Le grand foyer of the Palais Garnier. Following on from this successful nomination I noticed this image. It's featured on the German and Spanish Wikipedia's as well as on Commons. An image that showed more of the rather impressive looking ceiling (such as the one found here) might be better but this seems to fulfil all the criteria.

The Library-Museum is housed in the Palais Garnier in the Rotonde de l'Empereur, a pavilion on the west side of the theatre, which was originally designed to be the private entrance for Emperor Napoleon III. Thus, the Emperor's could directly enter in the building and avoid any assassination attempt.
