The sanitary landfill at Barangay Carmen, Davao City are shared by both Davao and Panabo. The city of Tagum and the town of Carmen also had their own landfill located at Brgy.

The municipality was established on January 30, 1998, by virtue of Republic Act No. 8473, carved from parts of Panabo and Carmen, and named after Braulio Española Dujali, leader of the first group of Karay-a settlers that came from South Cotabato (originally from Antique).
According to the town's pioneering residents, the area of what is now Kapalong (in which what is now Santo Tomas was still part of) and Panabo City were planted for abaca during the pre-war years. Santo Tomas was established as a municipality through Executive Order No. 352, issued by President Carlos P. Garcia on August 14, 1959.
