Also sometimes a common IMEI database for several EIRs is called SEIR (Shared EIR). In each country, the CEIR can interact with IMEI DB differently.
The last number of the IMEI is a check digit, calculated using the Luhn algorithm, as defined in the IMEI Allocation and Approval Guidelines: The Check Digit shall be calculated according to Luhn formula (ISO/IEC 7812). The IMSI is often used as a key in the home location register ("subscriber database") and the MSISDN is the number normally dialed to connect a call to the mobile phone. A SIM has a unique IMSI that does not change, while the MSISDN can change in time, i.e. different MSISDNs can be associated with the SIM.
The "Reporting Body Identifier" is also known as the Regional Code in the CDMA context. The International Mobile Station Equipment Identity and Mobile Equipment Identifier (MEID) structures are superficially the same, except that the first two digits must be decimal for an IMEI, and must be hexadecimal for an MEID.
There are two standard formats for MEIDs, and both can include an optional check-digit. This is defined by 3GPP2 standard X.S0008.. The hexadecimal form is specified to be 14 digits grouped together and applies whether all digits are in the decimal range or whether some are in the range 'A'–'F'.
For GSM, UMTS and LTE networks, this number was provisioned in the SIM card and for cdmaOne and CDMA2000 networks, in the phone directly or in the R-UIM card (the CDMA equivalent of the SIM card). Both cards have been superseded by the UICC. An IMSI is usually presented as a 15-digit number but can be shorter.
