The land on which the cottage ruins stand, 8.1 hectares (20 acres), was purchased by James Bell (1821–1911) in 1854 or 1855 from local landholder Henry Mead. Bell was a boat builder and ship's carpenter by profession and had been living in Mandurah , where he had been farming since 1847, with his family prior to the purchase.

The Parker Hill area is broadly defined by Parker Hill Road to the west and Obrien and Lower Parker Hill Roads to the east, which run from the Williams River in Rockingham, north to Seavers Brook, a tributary of the Black River. Parker Hill Road traverses a ridge that rises several hundred feet above the valley floor of the Williams River.

In 1867, Herbert sold the inn to William Rewell, with ownership subsequently transferred to Andrew Seubert in 1870 and William Summers in 1874. [4] The Rockingham Arms became the Chesterfield Inn in the 1890s, having been purchased by John Chester in 1876. Chester eventually transferred ownership to his daughters Caroline and Eliza in 1890.
