Go into Task Manager and stop any non essential programs running in background. Turn off all other monitoring software in background as well. Reset GPU card settings back to restore settings. Then wait about five minutes to allow any other background software to go into a rest mode (so to speak) Then run test.

The run has no visible stutter or jitter, either. (But, it will stutter like absolute crazy if you leave C1E enabled.)
Indicating performance is limited by voltage reliability. I would buy another unit and test it out . also make sure you are running 3 separate cables from the PSU to your card using 3 different ports .good luck The GPU is not power limited and the RM750x is more than enough to adequately power the RTX 3080. After lowering the settings or changing DLSS to “Balanced” preset - I still have the same 70 FPS, but with GPU usage of 70%. Lowering the resolution to 1080p, setting DLSS to “Performance” - the GPU usage drops down to 50% or even 40% and the FPS remains at 70. For sure, V-sync and Frame Limiters were disabled in every program possible.

First off you linked me to scores that show your performance DROPPING with your claimed resize BAR on 14.4k DOWN to 13.9k so not sure what you're on about there. Second the difference is easy, the driver versions are different between the first 2 as is the clock speeds and average clock speeds on the GPU core and the memory clock was different.
yeah i have notice a performance decrease on running Windows Experience Index My processor and ram used to score 7.7 each, now they dropped to 7.6 each, not a big difference, but overclocking is supposed to increase performance not reduce it lulz i currently have it stable @ 4.5GHz with VCore @ 1.40v & VTT @ 1.20v
