The town of Burnley had been governed by improvement commissioners from 1819. [2] The commissioners were replaced in 1861 when the town was made a municipal borough, governed by a body formally called the "mayor, aldermen and burgesses of the borough of Burnley" but generally known as the corporation or town council.
