Norway was ruled by Labour governments from 1945 to 1981, except for three periods (1963, 1965–1971, and 1972–1973). The Labour Party had a single party majority in the Storting from 1945 to 1961. Since then no party has single-handedly formed a majority government, hence minority and coalition governments have been the rule.

Norway had trading and other links with the United Kingdom whereas Sweden had closer links with Germany. Norway had more interests than Sweden did outside of Europe.
