This project will upgrade State Route 63 – Mooney Boulevard in the City of Visalia from a four-lane to a six-lane divided highway from Packwood Creek to Noble Avenue. As part of the project, dual left-turn lanes and exclusive right-turn lanes are to be added at four major intersections which include Caldwell, Tulare, Orchard and Beech Avenues.

State Route 63 (SR 63) is a north–south state highway in the U.S. state of California in the Central Valley.It begins from near Tulare at Route 137, runs north through the city of Visalia and the towns of Cutler and Orosi, before ending 8 miles (13 km) north of Orange Cove, where it reaches its northern terminus at Route 180, roughly 2 and 1/2 miles southwest of the town of Yokuts Valley.
Visalia is irregularly shaped and covers a total area of 36.3 sq mi (94 km 2), of which 36.3 sq mi (94 km 2) are land and 0.05% is covered by water. Visalia is located at 36°19'27" North, 119°18'26" West (36.324100, −119.307347). [27] The highest point in the Visalia–Porterville area is Mount Whitney. [28]

The St. John's River is a distributary of the Kaweah River in the San Joaquin Valley of California in the United States. The river begins at a diversion dam at McKay's Point, about a mile west of Lemon Cove. The distributary flows west along the north side of the city of Visalia, where it joins Elbow Creek, continuing west to Cross Creek.
