Blackburn with Darwen Borough Council is the local authority of Blackburn with Darwen in the ceremonial county of Lancashire, England. Since 1998 it has been a unitary authority , being a district council which also performs the functions of a county council ; it is independent from Lancashire County Council .
The authority consists of four constituent members, one each from Blackpool and Blackburn with Darwen councils and two from Lancashire County Council, two non-constituent members nominated by the twelve lower tier district councils beneath Lancashire County Council, and two associate non-constituent members appointed by the CCA itself.
On 16 October 2008 a referendum was held in Darwen on the creation of a town council. Of the 20,495 electors eligible to vote, a total of 4,198 took part in the referendum. The result of the referendum was as follows: 2,378 voted yes, 1,725 (8.42%) voted no, 95 ballot papers were rejected and turnout was 20.49%.
