The name of the College officially changes at 5:00 pm (1700 hours) Eastern time on February 18. I would not change it until then. I wouldn't even move the article at 1700 hours UTC time because that is quite a bit of difference in time. The Board of Trustees will have a meeting at that time and will approve the new seal, logo, etc.
